This is an accepted industry standard by the American National Standards Institute (ANSI). — ANSI MH16.1: Specification for the Design, Testing and Utilization of Industrial Steel Storage Racks – 1.4.1: “Owner Maintenance: The racking system operator is responsible for maintenance and repair of the storage systems.” 
  2. According to OSHA, employers are legally required to provide a safe working environment, free from recognizable hazards that could be identified by an inspection. — OSHA General Duty Clause Section 5(a)(1): “Employers are required to provide their employees with a place of employment that is free from recognizable hazards that are causing or likely to cause death or serious harm to employees.”
